California Bill AB 2222 Aims to Mandate
"Science of Reading" Statewide
On Wednesday, Assemblywoman Blanca Rubio, introduced comprehensive early-literacy legislation with Assembly Bill 2222, aimed at addressing the state's pressing literacy crisis. This legislation, if passed, will impose crucial requirements on reading instruction for TK-5 students, emphasizing evidence-based practices known as "the science of reading."
WHAT'S IN THE BILL?
Mandates the use of evidence-based literacy instruction methods, including phonics, for TK-5 students.
Requires all TK-5 teachers, literacy coaches, and specialists to undergo a 30-hour minimum course in reading instruction from an approved list by 2028.
Ensures evidence-based reading strategies are used in approved textbooks and materials endorsed by the State Board of Education.
Strengthens accountability for teacher preparation programs regarding the teaching of effective reading strategies.
Provides professional development for K-5 teachers with training and ongoing support.
